Elmer Dyke Elmer Dyke, Senior Vice President, Consulting

Mr. Dyke has 15 years experience managing nuclear energy and nonproliferation, safeguards, and security programs for global government and commercial clients. He is an expert on issues related to strategic business management, the nuclear fuel cycle and program management. From 2004 until mid-2010, Mr. Dyke served as the strategic business leader of Booz Allen Hamilton’s nuclear nonproliferation and nuclear energy business practice. In addition to multiple international and commercial engagements, he managed Booz Allen’s program management, international outreach and technical support to the Department of Energy, National Nuclear Security Administration and other U.S. government clients. Dan M. Collier Dan M. Collier, Vice President, Consulting

Dan Collier is an internationally recognized expert in the nuclear fuel cycle sector, with more than 37 years in the industry and a wealth of experience in the analysis of nuclear fuel cycle programs and markets. He has a strong background in financial and economic analysis, allied to excellent fuel cycle understanding and solid judgment. Gary Lanthrum Gary Lanthrum, Vice President, Washington, DC Consulting

Gary Lanthrum, a nuclear engineer with 34 years of experience working on private, military and civilian government nuclear programs, currently is heading up NAC’s Washington, D. C. office. Jack Notaro Jack Notaro, Vice President, Management Consulting

Since joining NAC in 2007, Jack Notaro has directed multiple organizational evaluations, assessments, and investigations at large commercial nuclear stations, concerning the Operations, Training, Radiation Protection, Maintenance, Maintenance Planning, Work Controls, Project Engineering, Warehouse, and Quality Assurance Departments. He has performed quality assurance audits and oversight of fuel fabrication activities for international clients at the Westinghouse Columbia and Global Nuclear Fuel-Americas facilities. Geoff Varley Dr. Geoff Varley, Vice President, Commercial Consulting

Geoff Varley has a broad knowledge of all nuclear fuel cycle sectors, gained in the course of more than 12 years in various different technical, planning and assessment roles in the fuel and reprocessing divisions of BNFL, followed by more than 22 years with NAC as an international consultant and now leading the company’s market and fuel technical consulting group activities worldwide. James H. Ballowe James H. Ballowe, Project Manager

James Ballowe has more than 30 years experience with nuclear facilities and equipment regulated by both the U.S. Nuclear Regulatory Commission (NRC) and the U.S. Department of Energy (DOE). He was recently the NAC Project Manager for the DOE Transportation, Aging, and Disposal (TAD) Canister Based System for 10 CFR63, 71 and 72 applications. Mr. Ballowe’s recent experience also includes being NAC’s Project Manager for a DOE sponsored nuclear non-proliferation project involving the US DOE, the US State Department and the governments of Russia and Kazakhstan. During his time at NAC, Mr. Ballowe has managed the design, analyses, fabrication, testing, certification and licensing of spent nuclear fuel transportation and storage casks for domestic and international applications. His extensive background also includes nuclear facility and equipment design, construction, operations and start up. Samuel Brown Samuel Brown, MC&A Support Software Manager

Samuel Brown has more than 18 years of experience developing, operating and maintaining software applications. He has particular expertise in site and state nuclear material control and accountability systems. He served as a principal engineer in the transition of the U.S. state system from a mainframe to a personal computer platform. Mr. Brown also served as the lead software engineer on the U.S. state system, responsible for controlling the changes made to software and monitoring compliance with operating procedures. It was also his responsibility to assure the program adhered to industry software development and maintenance standards. He has substantial experience in International Atomic Energy Agency (IAEA) reporting and obligation reporting. Ernie Dake Ernie Dake, Senior Consultant

Ernie Dake is a graduate mining engineer with 14 years of mining industry experience both at operating mines and in new mine development. During his career he has prepared detailed mining plans, as well as conducting resource evaluations and cost estimates. Currently he is responsible for evaluating the geology and economics of uranium mining properties from around the world. Gary E. Leamon Gary E. Leamon, Senior Consultant

Gary Leamon has more than 30 years experience in the nuclear industry. His consulting expertise focuses mainly on the front end of the fuel cycle. Karl-Heinz Lochner Karl-Heinz Lochner, Director of Business Process Management

Karl-Heinz Lochner brings 30 years of instrumentation and control (I&C)-related experience and leadership to NAC. Before joining NAC in 2010, Lochner was employed as Vice President of Power Generation for INP North America Inc. Previously, a long time Siemens employee, Lochner functioned as Vice President of Operational I&C for nuclear power plants worldwide. Junichi Nunomura Junichi Nunomura, Manager, Tokyo Office

Nunomura promotes and coordinates NAC's activities in Japan and other East Asian countries. He monitors the complete fuel cycle industry as a consultant and also has responsibility for the sales of NAC's spent fuel management services. Before joining NAC in 1990, Nunomura worked for the Mitsubishi Corporation, a trading house of Japan. Charles Pennington Charles Pennington, Executive Level Consultant

Charles Pennington currently serves as an executive level consultant for the spent fuel storage and transportation businesses at NAC. Previously he led NAC’s Marketing and Business Development organization, as well as the Consulting and Engineering/Projects Design Services (EDS) business units. While leading EDS, he successfully directed R&D, design, licensing, and projects for major spent fuel storage and transport systems and technologies. For almost three decades, he has served in leadership positions within the spent fuel storage and transport industry in the United States. With 45 years of nuclear experience, he holds several patents for nuclear applications, has provided expert witness services in support of customers for a range of nuclear matters, and has published research in many journals on nuclear plant and spent fuel storage/transport system safety. John Rivera John Rivera, Director, Fuel Performance Consulting

John Rivera has over 25 years of experience providing nuclear fuel design, performance, materials, procurement and quality assurance expertise and services to the power industry. Christopher Rusch Christopher Rusch, Senior Consultant

Chris Rusch has several decades of experience in the analysis of nuclear fuel cycle programs, markets and technical issues. He has a background including experience as a navy nuclear officer, a utility nuclear fuel procurement manager and as a consultant with NAC, including involvement across all front end and back end fuel cycle areas. Before joining NAC in 1993, Chris managed the procurement of fuel for a U.S. PWR that consistently ranked among the top 10 plants with the lowest fuel costs. Andrei Sinev Andrei Sinev, Manager, Moscow Operations

Sinev promotes and coordinates NAC's activities in the former Soviet Union (FSU) and manages the work of the staff in NAC’s Moscow office. This involves extensive interaction with the government departments and the independent enterprises that make up the nuclear industry in the FSU. Juan Subiry Juan Subiry, Vice President, Marketing and Business Development

Juan Subiry has 18 years of nuclear industry experience specializing in nuclear fuels spent fuel management and nuclear non-proliferation projects. He is currently responsible for business development functions of NAC’s spent fuel dry storage and transport technology and related services. Mr. Subiry joined NAC in 1998 as a nuclear fuel cycle consultant in NAC’s Consulting Division where he managed various consulting projects for both commercial nuclear utility and government clients. While in the consulting division, he established NAC’s South American presence and developed management level relationships in practically all nuclear organizations in Argentina, Brazil, Mexico, Chile and Peru. Prior to working with NAC, Mr. Subiry held various nuclear fuel engineering and fuel supply positions at Northeast Utilities’ Millstone Nuclear Power Station. While at Northeast Utilities, he performed contract administration duties for the procurement of nuclear fuel for Millstone 1, 2, & 3, Connecticut Yankee, and Seabrook Nuclear Power Stations.
